Beat · Planning policy and Paragraph 84
Eleanor Hartley edits Resi News Wire and sets the desk's planning coverage. Her focus is how national policy — from the NPPF to Paragraph 84 — plays out on individual one-off homes.
She reads committee reports and officer recommendations closely, and is most interested in the decisions that test where councils draw the line on design quality in the countryside.
